Ordered from a veteran-owned site but got a cheap shirt from China

I placed an order with this website that claims to be in Philadelphia PA. They say they are USA veterans making clothing in the US. I saw them on Instagram and it looked legit. When the clothes shipped it came from China. So they are not located in the US and they are not veterans.

They refuse to give me a refund. They sent me a shirt that looks nothing like the picture on the website. The website shows a cotton shirt with real lace around the neck and sleeves. What I got is a photograph printed onto a flag type material. Really poor quality. Not even fit to wear as clothing.

They emailed me saying they would force me to give them $60 to return the fake shirt. But they also said they would not give me a refund if they didn't want to once they got it back. So I'd be out even more money for nothing. They are just taking people's money. I have screenshots of everything.
