Ordered four outfits and never got them or any email

I ordered 4 summer outfits from this person online. I paid $23.52. Never got anything in the mail. Not even a email saying it shipped or anything. I tried the phone number they gave, 1(702) 955-6646, and nobody picks up. The website was through YouTube I think. The address they listed is New York, NY. The email they used was [email protected]. I just want my money back or the clothes.
