Bought a dress that never came but they want me to return it for a refund

I ordered a dress from Miniesboutique.com and paid $58.88. The dress never showed up. I contacted them and asked for my money back.

They told me I have to return the dress to get a refund. But I never got the dress in the first place. So how am I supposed to return something I don't have? Their customer service email is [email protected] but they just keep saying the same thing. No help at all.
