Signed up for a 10 cent phone tracker, got charged $49.80 instead

I signed up for a service on MobiLocator.com to track my cell phone. The website clearly said I would be charged $0.10, just ten cents, which I agreed to. Then they went and charged my card $49.80.

There's no phone number to call anyone. When I disputed the charge, they just referred me to another website, '[email protected]', which is just a virtual assistant. The charge on my statement is from Hong Kong Soouya Tec. This feels completely wrong. I agreed to ten cents, not fifty dollars.
