Pushy call from Modern Exterior about a "required by law" roof inspection

I got a call from a person named Bobby, saying he was from Modern Exterior. He said he was offering a free roof inspection that "is required by law." He claimed he was around my house and wanted to stop by.

He knew when we purchased the house and had my information. He was very pushy about coming here to do the inspection so he could give us a report on what needs to be done.

When I told him I would have my husband call him back and that we weren't available, he just hung up on me. The whole thing felt off.
