Never got my package, company won't refund me

I ordered something from Modernfoyer.com and never received the package. I paid $46.71. The carrier's photo they use as proof just shows it was left on a public sidewalk in the snow. This was on a holiday. It was at the entrance to a condo building, not at my door or anything secure. No signature, nothing.

I've emailed back and forth with their support. They keep saying the delivery was made and they refuse to issue a credit or mark it lost. It doesn't make sense. The photo is right there, it's not delivered to me.

I had to start a dispute with my credit card company because they won't do anything.
