Unsolicited prepaid card in the mail with no PIN

Got a prepaid Visa card in the mail I never asked for. It said "Value $50" on it. I thought maybe it was some kind of rebate or something so I tried to use it.

But there's no PIN with it. I looked everywhere in the envelope. So the card is basically useless. I can't use it online or in a store because it asks for a PIN. The return address is in El Paso, TX.

I don't know who sent it or why. There was no company name on the letter inside. Just the website MyPrepaidCenter.com and a phone number (888) 853-0223. Feels like some kind of identity theft thing.
