No return option on website for an online purchase

I ordered something from ND Raclothingshop and I want to return it. There is no place on the site to do a return. I emailed them at [email protected] and they said they won't give full credit. The return cost is too expensive anyway.

I lost about $46. I contacted my credit card company but they said they are not responsible to pay the charge. So I'm stuck with it.
