Paid for glasses that didn't work, only offered a partial refund

I bought glasses from Nobluvision.com for $47.44. The glasses did not work at all. When I contacted their support, they only offered to refund me $16.99. That would have left me out $29.89, which I did not agree to. I told them that, and they refused to give any more compensation. So now I'm just out the full $47.44.
