Locksmith showed up and demanded payment for work he did not do

I called a locksmith to get a quote for reprogramming some keys. He said he would come out and give me one. When he got here he handed me a writing pad with a charge for $50 for the service and $199 for the keys. I told him no, that it was cheaper at Honda.

Then he said he could have it done in 20 minutes. He sat in the car and put some program runner in and said he could not do it. He said it would be $150 for 12 minutes of work. We argued about it and he insisted on payment. He would not leave so my daughter paid him through Venmo. It was a personal Venmo account, not a business one, and he did not give us a receipt. No service was actually provided. He had no badge, no company vehicle, nothing to identify himself when we asked.
