Online order never showed up and no refund after they promised one

I ordered something online and it never came. So I got in touch with them and they said they would ship it again. That one never showed up either. Then after all that they said they would give me a 70% refund on the total cost. I never got that refund. I lost almost $19.00 to this. Their email was [email protected].
