Ordered from only-games.co, package was lost, now they won't give a refund

I placed an order with only-games.co back in November. They said it would get to me in 4-6 weeks. Recently they sent an update saying a shipping label was created, but there's no tracking info.

I asked for an update and they told me the package was lost. Then they changed the story and said it was held up in customs. So I asked for a refund. They said they couldn't do that. They said I had to wait for the package to be returned to them so they could resend it.

I'm out $34.36 and at this point I think I'm being scammed.
