Ordered shift shoes and now they want more money for shipping

I bought shoes from ORTHORA FOOTWEAR because they said they had 12 hour shift shoes and free returns and free size exchange. I ordered from their website and paid $130. Then they emailed me saying I needed to send more money for shipping. That wasn't what they said when I ordered.

I emailed them at [email protected] and they sent the shoes from some address in Los Angeles, 5215 S BOYLE AVE. But the shoes don't fit and now they won't do the free exchange unless I pay for shipping again. This doesn't feel right. I just wanted the shoes I paid for.
