Fake taxi driver at JFK charged me $260 and wouldn't let me out

I flew into JFK and needed to get to my hotel. There was no reception so I couldn't get Lyft or Uber. So I walked to the yellow taxi line and there was this guy standing there, I thought he was with the yellow taxi company. He spoke Italian I think. He told me to walk across the street and a car will be with me.

A car pulled up but it wasn't a yellow taxi. I looked back at the guy and he gave me a thumbs up to get in. So I got in this small car and the guy took me to my hotel. He charged me $260 and I told him it's too much but he wouldn't let me out of the car. When I got to the hotel they told me I got scammed by someone pretending to be a taxi but doesn't have a license.

I will attach his receipt below, his name is Oswaldo Valladares. If you can find that person you can find the people doing this.
