Ordered hanging baskets and got cheap plastic flowers instead

I ordered two hanging baskets with fake flowers from Owtunly.com. Paid 16 dollars. What showed up was ten plastic flowers I could have bought at the dollar store. Not even close to what was in the video.

I emailed them asking for the right items. They will only give me 40% back as a refund. I looked on Facebook and a bunch of other customers say the same thing. They are not getting what was advertised either. False advertisement and they won't give back my money.
