Charged twice after fake parking app tricked me

I was trying to download a parking app and somehow their own site replaced it. I didn't realize until I already put my credit card number in. I tried right away to stop the payment, thought I did, but the charge showed up later anyway.

They billed me $29.45 first. Then the next month another $9.45 showed up, which I KNOW I didn't ask for. Total I lost $38.90. The address they gave was Burlington, VT but I don't even know who they really are.
