Strange email about a customs fee and a PayPal account I didn't make

I got some weird email that looked like it was from PayPal saying a transaction was approved for some foreign delivery. Then it said there was an 896 dollar customs fee I had to pay in Bitcoin and to call this number (805) 793-7280.

It said they created a user account for me in PayPal Manager with some strange vendor name and user ID. It gave my correct email address and said to contact them about the customs fee to get my password. I never signed up for anything like this. It just felt off and didn't make sense. I didn't lose any money but it was confusing.
