Got a fake collection letter from pennDOTT wanting me to scan a barcode.

I got this collection letter in the mail from something called pennDOTT Collections Dept., saying it's the Pennsylvania Dept. Of Transportation. It's for a fine that I know is completely fake. They wanted me to scan a barcode to pay them.

The letter has a phone number, (479) 467-0159, and says they're in Pgh, PA, USA. The whole thing just felt off. I'm not scanning any barcode from a random letter like this.
