Ordered an image weeks ago, no response and no refund

I placed an order for an image from Persephonespearl.com back on January 31st. It's been weeks now and I haven't received anything. I've been trying to contact them by email and by calling the number, (914) 737-3460, but I just get ignored. No response at all.

When I asked for a refund, they refused. Now they won't even pick up the phone or answer emails about my order. I'm out $71 and I have nothing to show for it. The email I used was [email protected] and the address listed is 1175 park st, Peekskill, NY. It feels like they just took the money and disappeared.
