Bought something from petgentle.com that does not work and they want to keep part of my refund

I ordered from petgentle.com and the item I got does not work at all. Like, completely useless. I tried to get my money back and they said they would give a refund but they want to keep part of it. That does not seem right.

I paid $10.00 for it. Their email is [email protected]. I do not know why they think they can keep any of my money when the product is broken. I just want the full amount back.

I am not sure what else to do. I have the email chain if anyone needs to see it.
