Ordered something that said delivered but never showed up

I ordered a product from pettypurse.com and it said it was delivered but I never got anything at my house. I bothered them for like a month before they finally wrote back. They said I couldn't get a refund because it was shipped and sent me a picture of a package and where it was left.

The address on the picture said Home Home 9451 Brewer Way Villa Park, CA. That's not my name or my address I gave them. So they just proved it was fake and a scam. I lost $20.00. Their email is [email protected].
