Mail about an annual report form for my nonprofit that seems off

I got this form in the mail for a "2026 - Annual Report Instruction Form" for my Virginia-based non-profit group. It says to send a check for $100 to a PO Box in Washington, DC. The payment info says "Complete payment to file your annual report."

Thing is, I know there is an annual report that needs to be filed for this group, but it's done through the Virginia State Corporation Commission website. Not through some PO Box in DC. The "please respond by" date on this form doesn't match the actual due date listed on the VA SCC site either. So this just doesn't feel right.
