Phone call from someone claiming to be Portfolio Recovery but using a fake number

They called me saying they were from Portfolio Recovery Services. The only problem is I could tell they weren't from the United States. The phone number that came up was not their real phone number they were spoofing using a number from the state I live in which is not legal I believe they should use their business number when they call.

My phone told me that it was a scam number and that it was not safe. I asked why they were not using the business line they said they were a call center. I don't understand how a business is not doing their own calling and how they are allowed to use a spoofing number to call people. This is very alarming.
