Letter that looks like a bill for a deceased relative

I got this letter in the mail and at first I thought it was a bill. It’s addressed to someone who passed away recently and it looks like an invoice you’d actually pay. There’s a tiny disclaimer in the corner saying it’s not approved or endorsed by the government but you barely see it.

The letter says to send payment to Property Records CA at PO Box 530 in Norwalk, CA 90651. They also list a phone number (800) 880-7954 and an address on Virgil Ave in Los Angeles. It just feels wrong to send something like this to a family dealing with a loss. No money was lost but it still bothered me.
