Guy says he does ADU work but wants money up front

This guy called me from (805) 264-6823 saying he does ADU work. He wanted $4500 up front just to start. I paid him $15,500 total over time because he kept saying he needed more before the work was done.

It’s been 8 months now and nothing is finished. He keeps telling me to pay for all the jobs before he even shows up. I feel like I just kept sending money and nothing happens. He emails from [email protected] and gave an address in Santa Maria, CA.
