Mail about winning a cruise with a scratch-off VIN number

I got this mailing in the mail, it says sponsored by PTCL. It said I was a finalist in the Viking River Cruise Giveaway and had a VIP Winning Number. There was this little VIN Gauge combination box thing included, with instructions to pull a tab to reveal my 5-digit VIN number. If my VIN number matched the number in the scratch off circle on the mailing, it said I win one of four prizes like cruises or a resort stay.

Then it tells me to call (866) 443-4829 and mention code SAFL to claim the gift. The address on it is 611 Pennsylvania Ave SE #140, Washington, DC 20003. I didn't call or do anything with it. Just felt off, you know? I didn't lose any money but wanted to report it.
