Phone call about nurse benefits asking for my Social Security number

I got a call from (531) 867-1487. The person said they were selling death and disability benefits for nurses. They told me they work with something called State License Benefits Association. The area code is NE and the name on the caller ID said Public Service.

I gave them my email but when they asked for my SSN I said no. They said it was only to be HIPPA compliant so they could get my medical records. I told them I would wait for their email. Then they said they could not send an email without the SSN to finish the application. So I told them I would do some research and call them back. She said "that's not how it works ma'am, maybe we can call you another time." As she was hanging up I heard her say to someone else "I couldn't do it, no, I couldn't do it."
