Crypto recovery funds stuck unless I pay a compliance deposit

I went through a crypto recovery and my funds ended up at Questro Holdings. Their website is questroholdings.com and they emailed me from [email protected]. They told me the money wouldn't be released unless I paid a “compliance deposit” of 11%. That came out to $30,000. I haven't paid it yet. It just feels wrong. They won't let me have my own money.
