Ordered from a TikTok page and they won't refund or tell me where my package is

I saw Raw Diamondz Creationz on TikTok and decided to order from them. I asked for a refund and she told me straight up she will not do a refund. So I asked where my package was then. She keeps making up days it will come and actually won’t tell me where my package is. It’s just excuses. The website was on TikTok, the page is @raw_diamondz_creationz. I have her phone number too, (813) 668-7401, and she’s supposedly in Tampa, Florida. Nothing ever showed up.
