Paid for trip insurance through refundable.me, can't get my refund

I booked a bus trip using trailways.com and paid an extra $39 for insurance through refundable.me. The bus trip got cancelled because of the weather. According to their policy, refundable.me is supposed to refund that insurance money.

But they're just giving me the run-around. Their whole system is an automatic website with no real person to talk to. I've tried going through it, but there's no way to actually get ahold of anyone. It just goes in circles.

I want my $39 back. They took the money but now they won't respond or help when their service was needed. It feels like a complete scam.
