Letter about home warranty with Regions Bank name and a check

I got this letter right after I took out a home equity loan. It had a check for $199.00 in it and said it was about an important matter with Regions Bank. So I called the number on the letter.

The guy who answered had a really heavy accent, I could barely understand him. He said they sell home warranties. That didn't make sense with the letter talking about Regions Bank. I didn't lose any money but it felt like a phishing thing.
