Ordered from TikTok ad and package never showed up

I bought something from rizzishop after seeing it on TikTok. They said they shipped it twice and both times it said delivered but I never got anything.

Now they only want to give me 70% of what I paid. They said they are taking a loss too but I said no because I'm losing more. They used TRACK678 to ship. I paid $33.
