Voicemail from a guy named Ryan about a legal matter I never heard of

Got a voicemail from someone named Ryan Weber. He said he had a pending legal matter tied to my social and my "IV" whatever that means. Said the paperwork says I or some responsible adult from my residents needs to call him back.

He mentioned the holidays coming up and said I should make a statement or he’d sign off on my behalf. Then he said he was only taking lunch for 30 minutes and to ask for him directly. No company name, no real details, just a phone number. Felt really strange.
