Bought something online, they said delivered but nothing showed up

I ordered something from their website ryxra.com. They said it was delivered but it never came. I asked them to send it again, they said they would but nothing ever showed up.

Then I asked for a refund. They told me I could only get half my money back. I said okay, just send the half. Never got that either. So I’m out the full $45.00. Nobody answers now.
