Facebook ad for short videos took my money without permission

I saw these short videos being advertised on Facebook and they said they would use Google Pay subscription but they didn’t. They just took the money. I lost $19.99.

I contacted Google and they told me the developers are creating services online and stealing information. I filed complaints with them too. Still nothing happened.
