Dress looked nothing like the ad and now they won't respond

I saw this dress on social media, there was a woman wearing it in the pictures and even a video of it. Looked really nice so I ordered it. When it came it was completely different than what they showed. The quality was terrible and I don't think it would fit anyone. I emailed them like they said to for a return or exchange. They told me they would not give a refund over 40% and would not take the dress back unless I paid $25 or more for shipping. I said that was not fair but I would take the 40% cash back. That was July 6th and they have not replied since. I lost $64.90 on this.
