Ordered scrubs online and they never showed up but tracking says delivered

I placed an order for scrubs on their website and they never arrived. The tracking from FedEx says delivered but it was not. I paid $354.00 with my credit card. There is no phone number to call them at. I cannot file a claim with FedEx because they set it so only the shipper can do it and I cannot get a response from anyone. The address they have listed is in Carson, CA. I have no way to reach them and no scrubs.
