Got a weird message about a complaint and a file number

I got this message that says it's for Chelsea. It says it's about file number ##-*****. The person says her name is Sharon Clark and that a complaint was forwarded to her office. She says if I want to discuss pending actions against me, I have to call 888-722-6696. She says it's time sensitive and needs my immediate attention, and repeats the number. The message came from (360) 245-1942 and says the address is in FL, USA. I don't know who this is or what file they're talking about. It felt off.
