Ordered a 250th kitty shirt from Shop to Save Paws and it was way too small

I ordered one of those 250th kitty shirts from Shop to Save Paws on Facebook. The shirt came and it was way too small, and the fabric felt really uncomfortable. Like rough and scratchy, not what I expected.

I tried to return it but they said no because the shipping cost to send it back is 25 to 35 dollars. That’s more than what I paid for the shirt. I lost 20.96 dollars on this. They just refused to take it back.
