Snapchat dress offer with no delivery and fake refund

I saw these dresses with built in shorts on Snapchat. They were offering 10 for 29.95 so I thought that was a good deal. I paid the money.

They said they shipped them twice but I never got anything. Not the first time or the second. Then they offered me a 70% refund and I said okay. Instead they only gave me 6.00 back. So basically I lost almost 24 dollars on nothing.
