Phone call claiming to lower my cable bill turned out to be a scam

Got a call on my landline from a man with a heavy foreign accent. He said he was from Spectrum and told me there were complaints about high cable bills so they were running a promo to lower mine. He said I needed to order a mobile phone through them and add a temporary line to my account. Said it would be removed automatically in a couple days.

When the phone came, I was told not to open it and to ship it back to them through UPS. They said my bill would be cut by 30% for the next three years. I ended up being charged $136.88. I sent the phone back and they promised a refund in 24 hours.

That refund never showed up. So I called Spectrum billing myself and found out the whole thing was a scam. Their phone number was (908) 258-9535.
