Ordered flowers that never came and still waiting on refund

I ordered flowers from Starluck Flowers & paid with my credit card. Then I got an email saying they couldn't be delivered, so I found another florist and ordered from them instead.

Then a week later Starluck charged my visa anyway. After that they emailed saying the order was canceled and I would get a refund. I've emailed them a bunch of times asking when the refund would go through and they kept saying it was being worked on. It's been almost 7 weeks since I placed the original order.

I started wondering if it was a scam and read online that it is. Still no refund.
