Text claiming my grandpa owes traffic fines in St. Louis

My grandpa got this text out of nowhere. Said he had fines to pay and that it was from the State of Missouri, circuit court of St. Louis County Traffic Division. They even gave a QR code to scan to make the payment.

I looked at it and it just felt off. No company name on the text really, just the court claim. He didn't lose any money but it scared him pretty bad. The phone number on it was (320) 401-2042 and they listed an address in St Louis, MO. Just wanted to report it so nobody else falls for it.
