Ordered electric toenail clippers, got a shipping email and then nothing

I ordered some electric toenail clippers for my Dad from stellaya.com on March 2nd. I got an email the next day saying it was shipped. But nothing ever came. It's been more than two weeks now.

I've tried contacting them numerous times through their email and they just don't respond. They don't mention anywhere that they're shipping from China.

I want a refund for my $26. This is ridiculous.
