Ordered a hat that came three sizes too small

I bought a replica hat from Stetslerhats.com. According to their website the size I ordered should have fit the person I got it for. When the hat showed up I measured it and it matches what they list as a size three sizes smaller.

I emailed their support at [email protected] and they said give them 48 hours to get back to me. That was June 28 and I haven't heard anything since. It's July 1 now and nothing. Just out 56 dollars and some change.
