Ordered a dress for the 250th and they say it was delivered

I ordered what looked like a beautiful dress for the US 250th independence day. Weeks went by and they said it was delivered. I never got it.

They will not refund me because it says it was delivered. I should have done my research first. Lost fifty dollars on this.
