Someone used my name for a utility bill in Florida and I never lived there

I got a notice about a $1,040 unpaid utility bill that was already sent to a collection agency. They put this bill under my name and personal information in Tampa Bay Florida. I have never lived in the state of Florida not one single day of my entire life.

Now my perfect background is destroyed. I don't know who this person is or how they got my info. The phone number they listed is (656) 247-2448 and the email is [email protected]. The address they used is 5131 Palm Park Court unit 108, Tampa, FL 33610. I never signed up for anything with Tampa Electric.
