Getting constant calls from Ethan Cole about a tax program

I keep getting these phone calls from a guy named Ethan Cole. He says he's with the Tax Resolution Department, or sometimes the Tax Resolution Oversight Department. He's always trying to get me to sign up for some liability reduction program.

Every single time he calls, it's from a different phone number. One of them was 1(443) 227-6114. It just feels off. I never asked for this, and I don't want whatever he's offering. The calls just keep coming from different numbers, and it's really annoying.
