Getting endless calls from the tax unit even after trying to block them

I keep getting all these calls from the tax unit. They say they're Rebecca or Danielle or some other person. It's non-stop.

I even dialed 9 like they said to get my number blocked, but the calls just keep coming. I have a blocker on my phone, but they somehow get past it. It doesn't make any sense.
