Ordered a battery and now it's stuck in customs with no refund

I ordered a battery from Team Woven. The shipping says it's being held by customs and it's been like that for over a week now. I asked them to just cancel my order and put the money back on my credit card. They told me they can't refund my card because the product hasn't been delivered yet. That doesn't make any sense to me. So I'm out 79 dollars and I don't have the battery either. Their address is in KY, USA.
